PURPOSE OF COURSE:
This course is scheduled for 4 hours of instruction.
The Illinois State Police Offender Registration course has been developed to educate law enforcement officers of the legal requirements for the registration, monitoring, and restrictions required for sexual offenders in the community.
COURSE OVERVIEW:
This course will detail the Illinois Compiled Statutes relating to procedures for law enforcement, provide an in-depth review of the Sex Offender Registration Act (SORA) and review the Murder and Violent Offender Against Youth Act (MVOAY). Law enforcement professionals will review LEADS access pertaining to offender records and will be able to identify non-compliant status, learning the specific statute(s) which determine the duration and time frame in which an offender must register.
COURSE GOALS:
Officers will:
• Discuss the Illinois Compiled Statutes and the Adam Walsh Child Protection Act.
• Identify procedures for law enforcement agencies regarding the Sex Offender Registration (SOR).
• Understand Sex Offender Registration Act including the offender's duties to register and report.
• Identify procedures for law enforcement agencies regarding the Murder and Violent Offender Against Youth (MOVAY) including the offender's duties to register and report.
• Be able to retrieve offender information including convictions and criminal histories using LEADS.
• Review residency and loitering restrictions for child sex offenders.
• Discuss the implications on habitation, livelihood, and abiding within the parameters established by statute for sex offenders.
COURSE PREREQUISITES:
There are no course pre-requisites.
METHODS OF EVALUATION:
Students will demonstrate knowledge of course materials by the instructor's evaluation of the students' comprehension and retention of course topics based on their participation in discussions conducted during the course.

• 720 ILCS 5/11-9.4-1 - Sexual predator and child sex offender; presence or loitering in or near public parks prohibited.
COURSE REQUIREMENTS/GRADING POLICY:
Attendance of in-class lectures and discussions is required.
ATTENDANCE POLICY:
Students will be required to attend all modules. In the event of absences, it is up to the instructor's discretion to allow make-up or re-take to achieve certification. It is strongly suggested that the students attend the entire training to maximize their understanding of the content associated with the training.
