1. UNIT OF INSTRUCTION: Instruction and Orientation
A. Mandate: None
B. Number of Hours: .25 Hours
C. Unit Description: This introductory portion of the program will be devoted to distributing student handouts. The instructor will provide students with an overview of the program.
D. Training Goals:
1. Explain the purpose of the course.
2. Review course topics and objectives.
3. Review course materials.
4. Review training schedule
5. Discuss proficiency and skill requirements
6. Discuss course evaluation processes
2. UNIT OF INSTRUCTION: History of HRVS
A. Mandate: HRVS
B. Number of Hours: .5 Hours
C. Unit Description: This unit of instruction will examine how HRVS started and how they have evolved over the years through major incidents.
D. Training Goals: By the end of the module, students will be able to do the following:
1. Identify notable HRVS
2. Discuss evolution of HRVS tactics
3. Explain reasoning for HRVS
3. UNIT OF INSTRUCTIONS: Case Studies and Discussion
A. Mandate: HRVS, Officer Safety Techniques
B. Number of Hours: 1.5 Hours
C. Unit Description: This unit will examine different HRVS incidents that have occurred. In class discussion over these incidents.
D. Training Goals:
1. Students will understand the principles of time, distance and cover
2. Students will recognize and learn from errors in previous HRVS incidents.
3. Students will discuss solutions to previous incidents to increase officer
safety.
4. UNIT OF INSTRUCTION: Case Law, State Statues
A. Mandate: Constitutional/Proper use of LE authority, Laws concerning stops, searches and use of force.
B. Number of Hours: 1 Hour
C. Unit Description: This unit of instruction will examine case law, state statues concerning vehicle stops.
D. Training Goals:
1. Students will be familiar with case law related to vehicle stops.
2. Students will know state statues on vehicle stops.
5. UNIT OF INSTRUCTION: Modern HRVS Tactics
A. Mandate: HRVS
B. Number of Hours: 1.5 Hours
C. Unit Description: This unit of instruction will cover how to execute modern HRVS, role responsibilities and modern vehicle construction.
D. Training Goals:
1. Students will understand the use of contact and cover roles.
2. Students will understand the reasoning behind modern HRVS techniques.
3. Students will learn the modern HRVS techniques and how to apply them.
6. UNIT OF INSTRUCTION: HRVS Scenarios
A. Mandate: HRVS, De-escalation Techniques
B. Hours: 3.5 Hours
C. Unit Description: This unit of instruction will be hands on student HRVS scenarios using role players.
D. Training Goals:
1. Students will implement modern HRVS techniques given real world scenarios.
2. Students will safely and effectively, using HRVS techniques,
Reach a solution in each scenario. .
3. Students will practice the principles of time, distance, and cover, along with contact and cover roles.
7. UNIT OF INSTRUCTION: Summary and Evaluation
A. Mandate: None
8. Number of Hours: .25 Hours
C. Unit Description: During this final block of instruction, material presented over the previous 8 hours will be reviewed. Additionally, students will be asked to complete an evaluation of the course content and the instructor's thoroughness in covering the information presented in class.
D. Training Goals: This is an administrative unit and, as such, there are no specific learning or performance objectives.
