The Training Institute on Strangulation Prevention (Institute) is a program of Alliance for HOPE International. It is the leading non-profit organization in America that is dedicated to solely providing training professionals on the identification, documentation, investigation, and prosecution of intimate partner violence strangulation crimes. The Institute is the only technical assistance provider funded by the Department of Justice, Office on Violence Against Women to provide this unique training on strangulation crimes. The Institute provides national and international technical assistance and training to multi-disciplinary professionals, including law enforcement officers, advocates, prosecutors, the judiciary, and medical representatives. The Institute trains approximately 15,000 multi-disciplinary professionals per year. Strangulation is a unique crime. Only in recent years has the medical and legal communities recognized the seriousness of non-fatal strangulation assaults. Today, strangulation is identified as one of the most lethal forms of domestic violence and sexual assault. Unconsciousness can occur within seconds, death within minutes. The long-term consequences can be devastating.
Many first responders lack specialized training to identify the signs and symptoms of strangulation and often focus on visible, obvious injuries. The lack of training has led to the minimization of this type of violence exposing victims to potential serious short- and long-term consequences, permanent brain damage and increased likelihood of death. New studies now show men who strangle women also pose a serious risk to police officers and the public. Recently, the International Association of Chiefs of Police passed a resolution to increase the awareness of the lethality of intimate partner strangulation. California now requires law enforcement agencies to "warn" strangled victims about the risk of future harm and internal injuries in addition to requiring agencies to "track" stranglers in order to enhance victim and officer safety. The training that will be provided will cover the most current research, best practices on strangulation investigations, new laws, new tools, the lethality of strangulation to women, the risk to officers, and the medical aspects of strangulation. It will also discuss how aggressively prosecuting strangulation cases can reduce domestic violence homicides and save the lives of officers. The presenters will share practical solutions that will dramatically and quickly improve the investigation and prosecution of strangulation assaults.
The Institute also brings together the leading national and international experts on strangulation crimes. Most of the Institute’s faculty/experts also serve on the National Advisory Committee for Strangulation Prevention, have worked with the founders of the Institute for many years and have developed training curriculum and tools only available through the Institute. The Institute has been conducting research, raising awareness, providing training, developing materials and best practices on identifying and prosecuting strangulation crimes since 1995. The co-founders have authored numerous publications on strangulation crimes and have assisted many states with legislation and implement new protocols and promising practices.
There are 40 spots for MTU#2 members, and this is a dual registration course.
